Please explain Acts 15:10-13?

If Peter is deemed the first "pope" by the Catholics, why would it be left to James to make the final decision as it states? One would think Peter being chosen by Jesus to be pope as the Catholics claim, he would be left only to this type of decision regarding the Gentiles. Please explain the authority of Peter the "first pope" if he could not make a doctrinal decision here regarding this matter?
